Perlunya Ketajaman Visi Memandang Desa beserta Warganya

Mengacu pada hakikat pembangunan sebagai proses yang berkesinambungan, sebelum menuangkan gagasan maupun konsep menjadi program, diperlukan ketajaman dan kejelasan visi memandang desa beserta warganya. Ini bisa dipenuhi melalui analisis yang tepat atas kondisi geografis, iklim, demografis, serta inventarisasi secara mendasar dan menyeluruh atas sumber daya alam yang dimiliki desa bersangkutan. Bagaimanapun kondisi sebuah desa, tidak disangkal mereka masih memiliki potensi, seberapa pun kadarnya, yang perlu digali, dikembangkan, serta dioptimalkan. Lebih dulu gamang menyaksikan segala kekurangan dan tantangan hanya akan menghasilkan keraguan yang membelenggu serta menghambat cita-cita mulia membangun desa.

Di bawah kepemimpinan Presiden Joko Widodo, Pemerintah Indonesia pun konsisten dalam ikhtiar maksimal merangsang pembangunan perdesaan dengan melibatkan peran aktif warga desa. Merealisasikan poin 3 dari Nawacita , yaitu Membangun Indonesia dari pinggiran dengan memperkuat daerah-daerah dan desa dalam kerangka Negara Kesatuan, berbagai kebijakan yang merepresentasikan komitmen Pemerintah mewujudkan pemerataan pembangunan telah digulirkan. Menjadikan desa sebagai fokus dan lokus utama pembangunan, Pemerintah memetakan 74.957 desa di Tanah Air dengan kategorisasi 270 Kawasan Perdesaan, 122 Daerah Tertinggal, 619 Kawasan Transmigrasi, 54 Kabupaten Rawan Pangan, 41 Kabupaten Pasca-Konflik, 58 Kabupaten Pulau Kecil dan Terluar, 90 Kabupaten Rawan Bencana, serta 187 Lokasi Prioritas Perbatasan. Dengan tetap mempertimbangkan potensi perdesaan, mengacu pada pemetaan tersebut yang mengamanatkan kebijakan, serta dijalankan melalui kerja sama antarkementerian/ lembaga pemerintah serta dengan swasta dan seluruh stakeholders, Kementerian Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi di bawah kepemimpinan Eko P Sandjojo menentukan Empat Kegiatan Prioritas, yaitu Produk Unggulan Kawasan Perdesaan , Badan Usaha Milik Desa , Embung Desa, dan Sarana Olahraga Desa.

Bergulirnya program dan kegiatan tersebut didukung vital oleh Kebijakan Dana Desa. Target dana desa adalah pemerataan pembangunan demi kesejahteraan masyarakat desa yang berdampak pada penurunan kemiskinan. Besaran Dana Desa bertambah dari lebih kurang Rp280,3 juta per desa pada 2015, Rp643,6 juta per desa pada 2016, menjadi Rp800,4 juta per desa pada 2017 dan 2018. Alhasil, nominal Dana Desa yang dikucurkan juga bertambah dari Rp20,67 triliun pada 2015, Rp46,98 triliun pada 2016, menjadi Rp60 triliun pada 2017 dan 2018.

Untuk tahun 2015, penyerapan Dana Desa sebesar 82,72persen , meningkat menjadi 97,65persen pada 2016, bertambah lagi menjadi 98,54 persen pada 2017, serta untuk sementara 80,67 persen di 74.957 desa . Terus naiknya penyerapan Dana Desa dari tahun ke tahun tersebut karena berbagai kebijakan yang memudahkan tanpa melemahkan substansi pengawasan atas potensi penyalahgunaannya. Masyarakat desa pun merasa dipercaya dan diyakini mampu mengelola Dana Desa tanpa rasa takut. Sejumlah hambatan dalam penyaluran dan pencairan Dana Desa diurai untuk dicarikan solusi secepatnya, juga penggunaannya untuk Padat Karya Tunai dengan mengacu pada mandat Surat Keputusan Bersama Empat Menteri.

Dengan dukungan Dana Desa, melalui kerja sama dengan sejumlah mitra, jumlah Badan Usaha Milik Desa meningkat superpesat dari hanya 1.022 pada 2014 menjadi 35.145 unit pada akhir 2017. Di sisi lain, Dana Desa juga andil vital meningkatkan kualitas hidup desa melalui penurunan kemiskinan dan kesenjangan. Target Rencana Pembangunan Jangka Menengah Nasional 2015-2019 mematok penurunan 5.000 Desa Tertinggal. Namun, realisasi hingga 24 Mei 2018 berdasarkan survei pada 61.289 desa justru telah melampaui target, yaitu didapati penurunan 8.035 Desa Tertinggal.

Masih berdasarkan RPJMN 2015-2019, ditargetkan peningkatan 2.000 Desa Mandiri. Namun, hingga 24 Mei 2018, juga didapati pemenuhan target dengan 2.318 Desa Mandiri. Sementara, untuk kategori Tingkat Perkembangan Desa, hingga Mei 2018 tercatat 5.216 Desa Mandiri, 57.341 Desa Berkembang, serta 12.397 Desa Tertinggal. Berarti terjadi perbaikan signifikan dibandingkan Data Bappenas 2014 yang menyebutkan 20.167 desa terkategori Desa Tertinggal, 51.022 Desa Berkembang, serta 2.904 Desa Mandiri.

Cara Mengikuti Derasnya Arus Globalisasi

Tujuan kami adalah untuk terus terlibat dengan desa-desa di Indonesia dalam menerjemahkan UU Desa ke dalam kerangka kebijakan strategis sehingga dapat digunakan sebagai panduan untuk melaksanakan program prioritas yang akan membantu mencapai tujuan negara kita membangun Indonesia dari sebuah desa.

Building Villages, Alleviating Half of Poverty in Indonesia

All communities in Indonesia have now adopted Village Law No. 6 of 2014, which was signed into law four years ago. There have, of course, been many changes and dynamics of change in the villages over this time period. It’s important to note that the Village Law is not the only answer to community development, but we believe that it is an important stepping stone on the path to building a village that is autonomous, democratic, and successful.

At the very least, the Village Law offers an alternative to city-centric growth. Villages are the most concentrated areas of poverty and underdevelopment because of their central location in the distribution of people. Over three-fourths of Indonesia’s 37 million impoverished people live in rural areas, with over two-thirds of them farming. As a result, the development of villages equates to the eradication of more than half of Indonesia’s poverty. It’s not only about village government and development that this legislation touches on, though.

Village funds have revived the feeling of community in rural areas. Previously, the hamlet was quiet due to the departure of many young people in search of a better life. Now, the contrary is true. Because the money is in the hamlet, there are many young people working there. The village’s economy is based on the movement of $1-2 billion a year. Opportunities for employment and entrepreneurship abound. NTT – Nita Village in Flores’ Sikka Regency has been my home for a while. This hamlet won the national village competition in 2016 and was given the title of champion. Community members get the advantages of well-managed village money in this area.

This ministry’s openness to additional aspects that enhance the oversight of village fund management is also remarkable.. As part of its role as custodian of village revenues, the ministry works with local religious organizations. The Evangelical Christian Church of Timor and the PDTT Ministry of Villages signed an MoU on October 21st, 2017. This kind of cooperation is critical if the town wants to keep its finances safe.

Membangun Desa, Mengentas Separuh Kemiskinan di Indonesia

Seluruh masyarakat di Indonesia kini telah mengadopsi UU Desa No. 6 Tahun 2014, yang ditandatangani menjadi undang-undang empat tahun lalu. Tentunya banyak perubahan dan dinamika perubahan yang terjadi di desa-desa selama ini. Penting untuk dicatat bahwa UU Desa bukanlah satu-satunya jawaban untuk pembangunan masyarakat, tetapi kami percaya bahwa itu adalah batu loncatan penting dalam perjalanan membangun desa yang otonom, demokratis, dan sukses.

Paling tidak, UU Desa menawarkan alternatif pertumbuhan yang berpusat pada kota. Desa merupakan daerah kemiskinan dan keterbelakangan yang paling terkonsentrasi karena letaknya yang sentral dalam persebaran penduduk. Lebih dari tiga perempat dari 37 juta orang miskin di Indonesia tinggal di daerah pedesaan, dengan lebih dari dua pertiganya bertani. Akibatnya, pembangunan desa setara dengan pengentasan lebih dari separuh kemiskinan di Indonesia. Bukan hanya tentang pemerintahan desa dan pembangunan yang disinggung dalam undang-undang ini.

Dana desa telah menghidupkan kembali rasa kebersamaan di pedesaan. Sebelumnya, dusun itu sepi karena kepergian banyak anak muda untuk mencari kehidupan yang lebih baik. Sekarang, sebaliknya adalah benar. Karena uangnya ada di dusun, banyak anak muda yang bekerja di sana. Perekonomian desa didasarkan pada pergerakan Rp 1-2 miliar per tahun. Peluang kerja dan kewirausahaan berlimpah. NTT – Desa Nita di Kabupaten Sikka Flores sudah lama menjadi rumah saya. Dusun ini menjuarai lomba desa tingkat nasional tahun 2016 dan diberi predikat juara. Anggota masyarakat mendapatkan keuntungan dari uang desa yang dikelola dengan baik di daerah ini.

Keterbukaan kementerian ini terhadap aspek tambahan yang meningkatkan pengawasan pengelolaan dana desa juga luar biasa. Sebagai bagian dari perannya sebagai penjaga pendapatan desa, kementerian bekerja sama dengan organisasi keagamaan setempat. Gereja Kristen Injili Timor dan PDTT Kementerian Desa menandatangani MoU pada 21 Oktober 2017. Kerja sama semacam ini sangat penting jika kota ingin menjaga keuangannya tetap aman.

Butuh Alat Modern

Jumlah alat perontok padi masih sangat kurang saat panen raya padi sedang berlangsung.

Petani pun harus bergantian untuk memakai alat perontok modern.

Karena kekurangan alat, petani memilih cara lama untuk memisahkan bulir padi dari batang jerami.

Jika menunggu mesin perontok, kondisi padi akan rusak karena sudah masuk masa panen.

Konservasi Edukasi

Konservasi selain untuk pemeliharaan, pertumbuhan, perkembangbiakan, pendidikan, rekreasi, juga untuk mengembangkan ilmu pengetahuan.

Konservasi bisa meningkatkan ekonomi melalui pariwisata.

Sesuai dengan kebijakan Kementrian Lingkungan Hidup dan Kehutanan, keunggulan alam di samping pelestarian, seharusnya menjadi bagian dari upaya untuk membangun ekonomi bagi kesejahteraan masyarakat.
